EXCLAIM is a new NASA balloon mission designed to improve our understanding of the question "How did we get here?". EXCLAIM will constrain the gas available to form stars across cosmic time through measurements of redshifted CO and CII emission, in correlation with the BOSS survey of large-scale structure. I will describe the scientific goals of the mission and its unique approach.
